During the first half of 2023, ITAR Consultants worked with Plan International’s regional office in West and Central Africa (WACA) to assess impacts of existing programming in 14 countries of the region over the last five years.
The aim of this study was to assess significant and sustainable changes resulting from programming and influencing intervention in WACA by Plan in partnership with other stakeholders involved in the region. These partners include girls, youth, communities, government authorities as well as local and international NGOs.
The study involves a holistic desk review of existing reporting and evaluations over the last five years; KIIs with country staff; as well as a series of FGDs with participants to education, livelihoods, protection, and Sexual and Reproductive Health and Rights (SRHR) activities. Participants to Plan’s projects are consulted systematically at each step of the study in a youth meaningful participation approach including: (a) the inception phase to support the design of the methodology; (b) data collection to share their insights on perceived impacts; and (c) report writing to validate both content and format of final deliverables. Results were conceived to inform future programming and support grants teams with donors. The findings and recommendations were presented and used during the Regional Learning Workshop which took place in September.
