Prior to the initiation of Phase II of the Shabake programme, ITAR Consultants was mobilised to draw lessons from Phase I and to revise the programme’s monitoring and evaluation system accordingly.
The revision process encompassed multiple levels of the programme:
- At the overall program level; and
- At the grant funding level, covering 60 actions implemented by local NGOs.
The revised logical framework integrated meta-indicators that were both specific for project evaluation and broad enough to draw insights from the diverse indicators/data collected across various sectors of the funded actions.
The needs assessment was conducted through a desk review of Phase I interim and final evaluations, supplemented by interviews and workshops with the project team.
The updated M&E and Learning Plan introduced several monitoring processes designed for agile learning, supported by the facilitation of a community of practice involving the 60 funded projects.
Monitoring tools were optimised to reduce team workload, especially for teams responsible for tracking donations. A semi-automated Excel dashboard was developed to monitor key indicators effectively. The mission concluded with a series of training sessions to ensure the successful implementation and usage of the monitoring tools.
