The consultancy aimed to assess the role of diaspora actors in localisation efforts within the Grand
Bargain framework. It investigates whether key signatories have considered or utilised diaspora actors
to address localisation challenges and identify barriers preventing their inclusion. The consultancy
also explores the contributions of diaspora actors in strengthening local humanitarian responses and
supporting civil society organisations.
By gathering insights from actors of the aid localisation ecosystem (donors, international
organisations, local civil society among others) and diaspora organisations, the consultancy seeks to identify opportunities for greater integration of diaspora actors into localisation policies and
frameworks, ultimately influencing global humanitarian practices.
