In August 2023, ITAR supported Plan International Romania in assessing the cash voucher assistance (CVA) component under DEC Phase 2a, focusing on two key areas:
- Child Protection Outcomes – Assessing how the CVA component contributed to child protection objectives.
- Post-Distribution Monitoring (PDM) – Evaluating the implementation and effectiveness of the CVA distribution.
The assessment aimed to generate lessons learned and provide actionable recommendations for refining current and future CVA interventions.
ITAR’s methodology included: 1) a Quantitative survey with CVA beneficiaries across four ADRA-managed centres in Romani; 2) Key Informant Interviews with ADRA staff and CVA recipients; and) Focus Group Discussions with beneficiaries to capture qualitative insights.
This evaluation helped identify areas for improvement and adaptation, ensuring more effective and impact-driven cash assistance programs in future interventions.
