Expertise France (EF) designs and implements projects which aim to contribute to the balanced development of partner countries, in line with the Sustainable Development Goals (SDGs) of the 2030 Agenda and the priorities of France’s external action. Since 2013, Expertise France has implemented direct non-humanitarian assistance programmes in non-regime-held areas across Syria, including Northeast Syria.
As a part of these initiatives, the SABIR project in Northeast Syria aims at rehabilitating essential infrastructure, fostering livelihood opportunities, and building the capacity of Syrian civil society organisations (CSOs). Before the launch of the fourth phase of the project, ITAR Consultants conducted a comprehensive needs assessment focusing on keytarget areas.
This assessment aimed to support the project team in identifying proposals and partners able to deliver a programmatic response that is relevant and effective in addressing the needs of the target population. It provided information on the needs, gaps and challenges in the following sectors covered by the SABIR project:
Sustaining inclusive societies, especially for women and Internally Displaced Persons (IDPs).
Access to basic services;
Access to inclusive and sustainable livelihoods opportunities, including agriculture-related and urban activities;
