Since 2013, Expertise France has implemented non-humanitarian assistance programs in non-regime-held areas across Syria, including Northeast Syria. As part of these efforts, the SABIR project focuses on rehabilitating essential infrastructure, fostering livelihoods, and strengthening Syrian civil society organisations.
Before launching Phase IV of the project, ITAR Consultants conducted a needs assessment to help identify relevant proposals and partners for an effective programmatic response. The assessment analysed needs, gaps, and challenges in the following sectors:
- Access to basic services;
- Access to inclusive and sustainable livelihoods opportunities, including agriculture and urban-based activities; and
- Social inclusion, with a focus on women and Internally Displaced Persons (IDPs).
Findings from this assessment informed strategic decisions for the next phase of the SABIR project, ensuring interventions remain relevant and impactful for the target population.
