The TANTSOROKA HO AN’NY DIASPORA (TADY) project, funded by the French Development Agency (AFD) with a budget of €7 million over four years, supports the implementation of Madagascar’s diaspora engagement policy, led by the Ministry of Foreign Affairs. The project’s primary objective is to promote diaspora engagement for socio-economic development through three core components: (1) providing technical assistance to local administration, (2) supporting diaspora involvement in local development, and (3) conducting research and capitalisation efforts to enhance project performance and strategic management.
ITAR was tasked with developing a comprehensive Monitoring, Evaluation, and Learning (MEAL) plan, which included:
- Revising the project’s Theory of Change and developing a new Logical Framework.
- Creating a detailed MEAL plan, covering: resource allocation, indicators with thorough descriptions, capacity building plans, data flow processes, data management, collection tools, performance/evaluation questions, and an evaluation plan and learning questions to guide the project’s continuous improvement.
- Designing an interactive dashboard to track and display key project metrics.
- Delivering a handover training in Madagascar for key stakeholders, including Expertise France, IOM, and the Ministry of Foreign Affairs.
- Producing a Consultation Report, documenting methodology, stakeholder interviews, challenges encountered, and providing strategic recommendations for the MEAL plan and monitoring the diaspora engagement public policy.
This comprehensive approach ensured robust monitoring, effective evaluation, and continuous learning, all aimed at optimising the impact of the TADY project.
