The TANTSOROKA HO AN’NY DIASPORA (TADY) project, funded by the French Development Agency (AFD) for a value of seven million euros over four years, supports the implementation of the Madagascar diaspora engagement policy implemented by the Ministry of Foreign Affairs of Madagascar. Its overall objective is to support diaspora engagement for socio-economic development. To achieve this, the project is based on three distinct components: (1) technical assistance to the local administration, (2) activities to support the engagement of the diaspora in local development as well as (3) research and capitalization contributing to the continuous improvement of the project and strategic management.
ITAR was commissioned to conceive a comprehensive Monitoring, Evaluation and Learning plan. In details:
- Propose a revised theory of change and new logical framework.
- Draft a comprehensive MEAL plan: including resources, list of indicators with detailed descriptions, capacity building plan, data flow processes, data management, collection tools, evaluation and performance questions, evaluation plan, learning questions, and material needs.
- Conceive a Data Visualization Dashboard: an interactive dashboard visualizing project metrics.
- Lead handover training: in Madagascar for Expertise France, IOM and the Ministry of Foreign Affairs.
- Write a consultation report: describing the methodology, the stakeholders interviewed, the challenges encountered with their impacts, general recommendations for the MEAL plan and monitoring of the diaspora engagement public policy.
