ITAR Consultants was contracted by the French Ministry of Europe and Foreign Affairs in 2022 to strengthen the M&E system of French food security funding. Charles, Victoria and Robin were mobilised for this study.
The assignment started by a learning assessment of 27 projects implemented by NGOs in Latin America, Africa, Middle East, and Asia. The objective was to review best practices related to cash assistance, nutrition, food security, and economic empowerment. It was also an opportunity to identify room for improvement in the conception, monitoring, and reporting of projects.
Once this first step was achieved, findings were used in a series of workshop with stakeholders from the central administration in Paris, Embassy Staff, and key implementing partners (PUI, Solidarités, Action Against Hunger), in order to collectively discuss options for a new M&E system taking into account their capacities.
The project was concluded with the design of a set of tools used during the conception of projects and their reporting to French authorities, which are now used for new projects.
