ITAR Consultants has worked with Plan International’s regional office in Moldova to conduct an endline assessment of its GNO programme. The objective of the assignment was to evaluate the activities and their effect on beneficiaries under Outcomes 1 and 2 of the project. This programme focused on Child Protection in Emergencies (CPiE) with integrated components of Mental Health and Psychosocial Support (MHPSS) and Education in Emergencies (EiE) activities in the Northern, Central and Southern regions of Moldova through seven local partners. Specifically, activities aimed at responding to the protection and psychosocial needs of children, adolescents and their caregivers affected by the Ukraine crisis.
The evaluation relied on Key Informant Interviews (KIIs) and Focus Group Discussions (FGDs) with project teams (including both Plan and implementing partners); as well as on FGDs with participants to activities (including caregivers, adolescents, and younger children). Tools were designed according to the OECD DAC criteria of relevance & coherence, efficiency, effectiveness, and impact & sustainability.
The conclusions of the assessment allowed the identification of lessons learned from the programme implementation which will guide future adjustments in activities for the next projects.
