The DSP was established in 2016 in Jordan to support durable solutions for displaced populations from Syria. These solutions include voluntary repatriation, resettlement to third countries, and local integration in the host country. Led by the Danish Refugee Council (DRC), the DSP is funded primarily through the Regional Development and Protection Platform (RDPP), alongside additional support from small-scale donors in the Middle East. The platform focuses on three key areas to promote solutions for Syrian refugees and host communities: research, policy and advocacy, and capacity building.

ITAR Consultants was commissioned to evaluate the DSP’s performance and support to member agencies, as well as its effectiveness within the RDPP results framework during the last program period. The evaluation involved interviews with staff, platform members, and stakeholders engaged with DSP activities, with a particular focus on Jordan.

The objectives of the evaluation were to:

  • Assess the DSP’s performance and the impact of RDPP-funded activities using OECD DAC criteria (relevance, coherence, effectiveness, efficiency, impact, sustainability);
  • Identify successful examples that highlight how the DSP: (a) linked research, programming, and advocacy to promote durable solutions, (b) managed and adapted to the changing context, (c) engaged with inter-agency coordination forums and supported coordination for CSOs, and (d) contributed to smoother and more effective joint advocacy and research among CSOs.
  • Analyse the impact and sustainability of the DSP to inform future programming and secure donor commitments.
