ITAR Consultants conducted a two-month evaluation of the “Preservation, digitisation, and promotion of Lebanese media heritage for the National Archives Institute” project, implemented by the French National Institute of Archives (INA) and the French Embassy’s cultural services, in collaboration with the Lebanese Ministry of Information , between 2021 and 2023.
The project focused on three key areas:
- Sector Audit: Assessing the state of media heritage through an audit of major institutions, including Radio Lebanon, TV Lebanon, the Directorate of Studies and Publications, and the National Information Agency;
- Capacity Building : Developing archiving and digitisation policies based on the audit findings and supporting implementation); and
- Archiving Pilot Collections: Preserving selected media archives as part of a pilot phase.
ITAR’s evaluation, conducted using the OECD DAC criteria, assessed the project’s relevance, efficiency, impact, and sustainability, providing recommendations to enhance future media heritage preservation efforts.
