Since the escalation of the war in Ukraine, Plan International Poland has been supporting children, youths, & their caregivers from Ukraine, who have sought refuge in Poland. It has done so through the

DEC funded programme which focuses on promoting access to protection services and to quality inclusive education via a partnership with two local organizations Fundacja Dajemy Dzieciom Siłę (FDDS) and Centrum Edukacji Obywatelskiej (CEO) who implemented the activities.

Moreover, to support the implementation of the programme and the delivery of services in the context of the refugee crisis, various capacity development activities were organised. Phase 2a of this programme took place between September 2022 and September 2023.

The aim of this research was to:

  • Assess the different components of this programme according to the OECD DAC criteria and from a gender and inclusivity perspective; and,
  • Identify lessons learned and recommendations for the next phase of the programme. 

Methodology

The research applied a mixed-method approach consisting of:

  1. 14 Key Informant Interviews (KIIs) with six focal points from implementing partners (FDDS & CEO); six staff members from FDDS’ sub-grantees; and two staff members from schools working with CEO – to gather their insights on the implementation of programme activities, including their feedback on the capacity development initiatives they participated in.
  2. Two Focus Group Discussions (FGDs) with groups of adolescents and adults having participated to dance classes in the CAC of Starogard Gdański – to evaluate the effectiveness of the classes and their impact on participants’ lives.
  3. Four quantitative online surveys completed by: (1) 27 staff members from CEO and from different child advocacy centres (CACs); (2) 36 psychologists providing MHPSS services to beneficiaries at the different CACs; and (3) 39 teachers from schools that are supported by CEO and that are welcoming refugees from Ukraine – to gather quantitative elements related to the OECD DAC criteria.
