The DSP was set up in 2016. Located in Jordan, its goal is to support durable solutions for displaced populations in and from Syria: voluntary repatriation, resettlement to third country, and local integration in country of asylum. The DSP is led by DRC and receives core funding from the Regional Development and Protection Platform (RDPP, set up in 2014) as well as additional funding from small-scale donors in the Middle East. It focuses on three pillars to inform and support the development solutions for Syrian refugees and host communities: research, policy and advocacy, and capacity building.
ITAR Consultants was commissioned to assess DSP’s support to member agencies and performance against the RDPP results framework and impact during the last programmatic period. The evaluation relied on a set of KIIs with staff, members of the platform, and stakeholder exposed to DSP’s activities and content. A significant part of DSP’s activities and interviewed stakeholders were located in Jordan.
The objectives of the evaluation were to:
- Assess the performance of the DSP, and RDPP funded activities, according to the OECD DAC criteria (relevance, coherence, effectiveness, efficiency, impact, sustainability);
- Detail successful examples to better understand the degree to which the DSP approach: (a) linked research, programming and advocacy toward the advancement of durable solutions, (b) managed, mitigated and responded to the changing context, (c) engaged with inter-agency coordination forums and supported coordination for CSOs, and (d) contributed to smoother and more effective joint advocacy and research among CSOs;
- Analyse the impact and sustainability of DSP, with a view to inform future activities and assuring future donor commitments.
