In the first half of 2023, ITAR Consultants conducted an impact assessment of Plan International’s programming in 14 countries across West and Central Africa.
The study evaluated the significant and sustainable changes achieved over the previous five years through programming and advocacy interventions in partnership with key stakeholders, including girls, youth, communities, government authorities, and local and international NGOs.
The study included an in-depth desk review of existing reporting and evaluations over the last five years; interviews with country staff; as well as a series of focus group discussions with participants to education, livelihoods, protection, and Sexual and Reproductive Health and Rights (SRHR) activities. A youth-centered participatory approach ensured that project participants contributed throughout the study, from methodology design during the inception phase to data collection and validation of findings in the final report.
The assessment provided actionable insights to strengthen future programming and support grant teams in donor engagement. Findings were presented at the Regional Learning Workshop in September 2023 and compiled into a final report for Plan International’s country offices, along with a youth-friendly version for participants.
